Britain and America have concluded a landmark bilateral deal that will maintain zero duties on UK drug exports going into the American market.

The Terms of the Pact

Under the terms of the agreement, the UK has agreed to boost expenditure on drugs through the public health system. This move ensures that tariffs on these crucial goods will remain at nothing for a timeframe of the next three years.

This deal follows earlier threats to hike duties on branded drug imports, with figures discussed up to double the cost.

"This agreement with the UK strengthens the global environment for cutting-edge drugs and introduces long-overdue equity to U.S.–U.K. drug exports," a statement said.

Commercial Significance

Pharmaceuticals represent one of the UK's largest goods shipped to the US, which is easily the primary destination for large British pharmaceutical firms.

Export figures indicate that in the 12 months leading up to the third quarter, the UK sold medicines valued at over eleven billion pounds to the US. This value made up nearly one-fifth of British export trade in that timeframe.

"This guarantee secures work, stimulates funding and facilitates the UK to establish itself as a global hub for biotech and pharma," the Business and Trade Secretary stated.

Key British Pledges

The agreement involves several specific pledges from the British government:

  • Price Threshold Increase: The UK will lift the cost ceiling at which it judges new therapies to be prohibitively costly by a quarter.
  • Increased NHS Spending: There is a goal to raise overall public funding on medicines from 0.3% of GDP to 0.6 percent over the coming ten years.
  • Rebate Cap: The sum drug companies must pay back to the NHS to prevent overspending will be capped at fifteen percent. In the past, refunds were more than twenty percent.

Broader Context

The deal follows a ongoing row between the drug companies and the British authorities over drug pricing and regulatory access.

This friction were exacerbated by assertions that US patients were charged several times more for the equivalent treatments than patients in the UK and Europe.

Over the last 18 months, several significant pharmaceutical investments in the UK have been delayed or cancelled, while major investments have been pledged toward American operations.

One official publicly accepted that the NHS had to invest a greater share on treatments, noting that its spending on drugs had shrunk as a proportion of its resources over the past decade.
